House Dem to Renew Push for Constitutional Amendment

I talk with Rep. Mark Pocan (D-WI 2) about H.J. Res 25, a measure he co-sponsored with Rep. Keith Ellison (D-MN 5) to explicitly guarantee the right to vote in the Constitution. The amendment would put the onus on the states to prove that no harm is done to voters in voting laws, rather than the current situation where voters must prove harm done to them.
